3 Step development process (each 6 months to 1 year apart)

Step 1:  EXPLORATION AND CULTURAL EXCHANGE: Initial visit to the city requesting PFL’s medical education lectures and disaster training.  Tours of Police, Fire, Paramedic and local Trauma Medical Center.  Small scale drill involving Emergency Medicine department, residents and other interested agencies.  Plans for next visit discussed.

Step 2:  FULL DISASTER MANAGEMENT PROGRAM:  Specific team of disaster management leaders and response trainers to assist with the education, drill and evaluation.  Each specialist will meet with specific field leaders for planning of the drill and evaluation.  Full scale drill with national news reporting is desirable.

Step 3:  TRAINING TRAINERS IN DISASTER MANAGEMENT:  Leaders from surrounding communities plan to attend the higher level drill that will involve every agency that would usually be involved in actual times of disaster.  This will allow them to see and experience first hand what would be a method of managing their own community disasters.  Multiple hospitals will be involved in this process and additional surrounding agencies encouraged to respond as able.  Country officials should be invited to observe and be involved in the planning of the next level of disaster response.
